摘要
中国农产品和食品质量安全问题依然严峻,总体呈现出广泛性和复杂性、市场的非对称性、分布的地域性、加工品的低安全性、设施生产的高风险性和污染物的嬗变性等突出特点。从思想观念、发展方式、生态环境、劳动者素质、法规制度与科学技术方面,分析了现阶段中国农产品食品质量安全危机的主要诱致因素。提出了增强质量安全意识、转变农业发展方式、强化农业资源环境保护、提高生产经营者素质、完善法规政策与制度、加快科技创新与进步等对策建议。
The issues of agro-product and food quality and safety is still grim now,and it shows the outstanding characteristics on the whole such as the universality and complexity,the low security of processed product,the asymmetric of market,the regional of distribution,the high risk of protected production,the change of pollutant and so on.It also analyzed the main facts that induced the crisis of agro-food quality and safety in China at this stag,from the ideological concept,development mode,ecological environment,worker quality,rules and regulations system,the science and technology in this paper.Finally,the article put forwards some countermeasures and suggestions,including to enhance consciousness of quality and safety;transform the mode of agricultural development;strengthen the protection of agricultural resources and environment;improve the quality of production operator;perfect the laws,regulations,policies and system;speed up the innovation and progress of technology etc.
