回顾了我国城市轨道交通的发展历程 ,提出当前需要解决好的几个问题 ,并阐明成立城市轨道交通专业委员会的根本宗旨和主要任务。强调指出 ,城市轨道交通项目是一个城市有史以来最大的公益性基础设施 ,是一个涉及面广、综合性很强的工作 ,对城市的发展将产生深远影响 。

In retrospect to the development of urban mass transit in China, the basic principle and the main mission of PCUMT(the Professional Committee of Urban Mass Transit) is clarified, and some crucial problems raised for urgent solution. The author holds that urban mass transit is the biggest infrastructure project ever seen in history for the public welfare, and a work with strong synthetic characteristics at the same time which deals with a wide range of factors. Because it will bring a far-reaching influence to the urban development, the building of UMT is regarded as a project of vital and lasting importance.
