泛北部湾蔗糖产业产销联盟建构探析:广西视角

An Analysis of the Construction of the Sucrose Industry Production and Marketing Alliance in the Pan-Beibu Gulf:From the Perspective of Guangxi

基于泛北部湾甘蔗产业产销联盟构建的必要性与可行性,通过产销联盟的建构可实现广西与泛北国家甘蔗产业可持续健康发展和良性循环,融入世界蔗糖业市场,提高区域蔗糖产业的国际竞争力。泛北部湾甘蔗业产销联盟建构必须立基于泛北区域各类主体的良好沟通、组织设计、分工协作及必要权责制度的建立。

Sucrose industrial cooperation plays an important role in the agriculture cooperation of Pan- Beibu Gulf, and it is an effective path to agglomerate and enhance the region＇s sucrose industry in interna- tional competitiveness. Sucrose industrial cooperation of the Pan-North Gulf countries has a long history, and it has boosted the sucrose industry in great growth. Based on this, this article makes an analysis of the sucrose industry under the perspective of the community market which belongs to the mode of ＂1 ＋ 6＂ of the Pan-Beibu Gulf, and analyzes the advantages and conditions of the production and marketing alliance of sucrose industry from the perspective of Guangxi, and identifies the problem of the development of sucrose industry. Then, the author proposes the policy view of establishing regional production and marketing alliance which is being led by sucrose industry of Guangxi. The article also analyzes the political and eco-nomic significance, running track, and implementation mechanisms of the production and marketing alliance.
