Transport as one of the infrastructures in west development has become a focus of the state investment. This brings in an unprecedented chance of development for the inland waterways construction for the provinces in west China..The article first addresses that a full recognition is to be made of the necessity and urgency for developing the inland waterways transportation in the west. It then puts forward a two-step plan for developing the inland waterways transportation in Gansu Province. Issues demanding prompt solution and suggestions regarding the construction of the shipping development in Gansu are also addressed.
