摘要
"建立学分银行"是《国家中长期教育改革和发展规划纲要(2010-2020年)》提出的重要任务。时至今日,我国学分银行的理论研究和实践探索现状如何,是相关各方都关心的。本研究以理论探究和实践探索为主线,基于学术文献、报纸报道和政策文本,梳理国内"学分银行"建设的现状与进展。理论探究方面,从国外经验借鉴逐步转向本土理论研究,主要涉及学分银行的理论内核、功能定位、组成要素、运行机制、管理模式与构建策略。实践探索方面,主要包括政府的政策推动、合作高校间的学分互认和学分银行试点探索。理论研究值得深入的领域还很多,成熟典范的本土经验尚未进入期待视野。本研究为相关各方整体了解我国"学分银行"的理论进步、实践进展提供了历时述评和思考借鉴。
Establishing learning credit banks is one of the key tasks in the State Outline Program for Medium Long-Term Education Reform and Development(2010-2020).Through literature review,this study analyzes the current research and practice of learning credit banks in China.In terms of theoretical explorations,research focus has turned from borrowing foreign experiences to developing domestic theories,with the following areas covered-theoretical core,functions and orientations,components,operation mechanism,and construct strategies.Experimental practice includes governmental promotions,mutual credit recognition among colleges and learning credit trial projects.This study provides a research review of the field for practitioners.
