摘要 为确定水产科技人员绩效评价指标,基于BSC与KPI理论,选取与该研究所战略和工作目标相适应的关键指标,研究构建一套新型绩效考核体系。经实证分析,该体系通过三年来运行考核,该所在科研经费数增长了131%,发表论文与核心期刊论文数增长了82%和76%,专利和发明专利申报数增长378%和347%,结果表明该体系有效实用,能有效的提升水产科研机构科研能力,为类似科研机构实现战略与工作目标,提供一套定量的考核体系与评价方法。 In order to establish the key performance evaluation index in the performance examination system for fishery scientific and technical personnel, we selected indicators, compatible with the research institute's strategy and objective, and established a set of effective performance examination system for fishery scientific and technical personnel based on the balanced scorecard (BSC) and key performance indicators (KPI) theory. By empirical analysis, the new performance examination system resulted in a 131% increase in the total amount of research expenditure as the key indicator; a 82% and 76% increase in the academic papers published on common journal and core journal respectively; and a 378% and 347% increase in the number of patent application for utility - model patent and invention patent respectively. The results show that this system plays a positive role in promoting research institute's scientific effort, promote effectively the scientific research ability of research institution. This effective and practical examination system provide a set of mensurable and operational performance evaluation method.
