Discussion on a Policy of Linking Human to the Land what it means to the New Urbanization Construction

基于"人地挂钩"政策的渊源及其内涵,对于新型城镇化建设的意义:是个双赢的选择;改变地方政府"要地"不"要人"的思想;为统筹城乡发展创造条件;为坚守耕地保护"红线"提供缓冲。"人地挂钩"是"增减挂钩"的延伸和拓展,其实质是实现"人的城镇化",需要相关政策支持:加强政策宣传;以资源环境承载力为中心,统筹规划城镇和乡村;更多的基础研究;应急政策储备。

This paper argues that a policy of linking human to the land is a win-win choice for the construction of new urbanization. This policy has changed the idea that the local government only confiscates land but disregards the landless farmers; it has also created conditions for overall urban and rural development, and provided a buffer for sticking to the red line of cultivated land protection. The policy of linking human to the land is the stretching of increase and decrease linked, and its essence is to realize the urbanization. This paper goes on to look at some related policies, such as strengthening policy advocacy, overall planning urban and rural centering on the resource and environmental bearing capacity, more basic research, and the emergency policy reserves.
