基于循环经济我国“十一五”时期土地产出率评价

Discussion on Land Output Evaluation during the 11th Five-Year Plan Based on the Theory of Circular Economy

土地的节约利用、集约利用和循环利用是循环经济在土地利用上的集中表现,分别对应循环经济的3R原则(减量化、再利用、资源化)。构建基于循环经济的土地产出率评价指标体系,对"十一五"时期全国土地产出率进行评价:(1)土地资源供给减量化方面,单位产出耗地面积呈下降趋势,经济较不发达地区的单位产出耗地面积高于经济发达地区,扩张式发展仍是其主要经济发展模式;(2)土地资源再利用方面,各省区的土地利用效率持续提高,土地整理率有升有降,总体呈现出差异性;(3)土地资源利用资源化方面,土地开发率呈缓慢增加趋势,沿海发达地区的土地开发率相对于内陆省区要高,水土流失治理率整体呈先增后减趋势。

This paper focuses on the index system to evaluate land output during the 1 ltl~ Fwe-Year Plan based on the theory of circular economy. As for land resource supply reduction, land area of per unit output has trended down; while the land area of per unit output in the area economically under-developed with expansion development as its main economic development model, is higher than that of the developed area of economy. The efficiency of land use in each province has been improved continuously; and due to a mixed performance, there is a general trend of difference in land consolidation rate. Land development rate has showed a slow rise tendency; and inland provinces are not as high as those in coastal areas. The control for water and soil erosion increased firstly and then decreased.
