实现城乡居民收入倍增是我国到2020年全面建成小康社会的重要衡量指标,其质量内涵是要实现民富国强、缩小收入差距、培育壮大中产阶层,既不是通货膨胀下的收入倍增,也不是社会平均收入水平的简单倍增,更不是造成成本竞争劣势、与经济发展相矛盾的收入倍增。实现收入倍增质量要求的关键在于体现公平、公正精神的制度建设保障,并在社会分配领域完善多层次的分配制度。

To maintain high level civil income growth rate is the main target of Chinese Reform ＆ Open policy, which is detailed and strengthened in the first meeting of 18th CPC National Congress. Based on Chinese social and economic status nowadays andwhat it would be in the coming 10 years, we understand that to ensure civil wealth growth, to reduce civil income disparity and to develop large quantity of middle class are the key points of Chinese income growth strategy. To achieve that, Chinese government should focus on relative institutions construction to maintain justice social developing environment, especially should construct 3 levels＇ institution system in social distribution area.
