摘要
1910年末至1911年春,东北鼠疫肆意蔓延,威胁京城。民政部匆忙仿照《大阪临时鼠疫预防事务局官制》草拟了《京师临时防疫局章程》奏报朝廷,又创设京师临时防疫局。汪荣宝当时供职于民政部,是防疫局章程的主要起草者和临时防疫局创设的核心人员,其日记记载了临时防疫局章程的出台过程。本文以汪荣宝日记为线索,探讨防疫章程的起草过程,并将其与《大阪临时鼠疫预防事务局官制》进行比较研究。
From the end of 1910 to the spring of 1911, a plague in Northeast China speedily raged and imposed a grave threat on Beijing. Ministry of Civil Affairs hastily drafted the Rules of Beijing Temporary Bureau of Epidemic Prevention in imitation of the Rules of Oshaka Temporary Bureau of Epidemic Prevention and reported to the Qing government. The Temporary Bureau of Epidemic Prevention was set up then. Wang Rongbao, a key draftsman and founder of it, recorded the whole process in his dairies. A comparative study was made in this paper to investigate the process with Wang＇s diaries.
