Research on the Multilayer Effect of U.S. Reindustrialization Strategy on Chinese Manufacturing Industry and Countermeasures

产业价值链视角下制造业表现为不同要素密集度水平的多个层级的协同发展。基于制造业的多层级分布格局,美国的再工业化战略也呈现明显的层级性特点。再工业化战略对其制造业发展的高端、中端和低端各个层级出台了不同但又互相协调的政策措施。因而,再工业化战略是美国对其国内制造业发展的全面调整以及全球制造业产业结构的重构。再工业化战略对我国制造业发展形成上下夹击态势,对我国各层级的制造业发展产生巨大的冲击。因此,我国应结合再工业化战略的层级性特点,针对再工业化对我国制造业发展的每一层级的影响积极加以应对。

Manufacturing industry shows a multilayer co-development trend of different factor-intensive levels under the perspective of industry value chain. Based on the multilayer distribution pattern of manufacturing industry, U.S. makes different but coordinative policies to its high-level, mid-level and low-level manufacturing industries in its reindustrialization strategy, which manifests a feature of multiple levels. The reindustrialization strategy is an entire adjustment of U.S. to the development of its manufacturing industry and the restructuring of global manufacturing industry. This strategy will have a great impact on every level of Chinese manufacturing industry. Therefore, China should take corresponding countermeasures to handle its effect on the different level of the industry according to the multilayer characteristics of reindustrialization strategy.
