长输管道“建管分离”模式的实践与问题探讨——以陕京三线建设过程为例 被引量:8

摘要 随着长输管道建设规模的不断扩大,传统管理模式很难适应管道建设发展的需要,2007年中国石油天然气集团公司推行了长输管道建管分离管理模式,但由于建管分离管理模式实施时间较短,制度本身还需要不断完善。为此,以陕京三线建设工程为例,提出了管道运行单位在建设期应提前组建运行队伍监管工程设计、施工和关键设备质量,以及新建管道与在役管道并行和交叉施工作业等认识;管道运行单位还应在工程投产后利用检测技术测定管道本体质量,建立管道质量数据库,确保管道运行的长久安全。同时,通过分析陕京三线当前存在的遗留问题整治推进缓慢、建设质量责任追究难度大、竣工资料移交滞后影响管道生产运行、水工保护施工质量不满足要求等问题,提出了重新合理划分建设单位与运行单位的工作界面和提供临时档案资料等应对措施,对进一步完善建管分离模式管理制度、提高管道施工质量、保障管道建设和运行的无缝衔接均具有现实意义。 With the expansion of long distance pipeline construction, the traditional management mode can not meet me neeu of the pipeline construction and development in present China. In 2007, CNPC promoted the construction-management separation mode for the long-distance pipeline proiects. However, for lack of long-time practices, this promoted mode needs to be further studied and ful filled. Therefore, in this case study of the Shaanxi Beijing Line 3, this paper discussed the emerging problems and put forward some proposals accordingly. At the construction stage, it was suggested that the operation units should organize in advance the operating personnel to regulate the engineering quality of design and construction as well as the quality of key equipments, and to supervise the parallel and cross construction between new and in service pipelines; when the pipelines are put into production, the operation units should apply detection techniques to test the quality of pipelines, and establish the pipeline quality database. In this way, the safe op- eration of pipelines will be guaranteed for a long time. Also, this paper put forward some solutions to those leftover problems such as laggard rectification, a poor responsibility investigating system, the negative effect of the lagged transfer of the completion data, in complete hydraulic protection work, and so forth. For example, the working interface should be re-divided between the construction and operation units and temporary files should be provided. This study is of practical significance to fulfilling the construction-management separation mode, to improving the pipeline construction quality, and to ensuring the smooth handover from pipeline construction to operation management.
