扶贫互助资金合作社试点运行状况分析——以山东省为例

An Empirical Analysis on Operation Status of Poverty Alleviation Mutual Fund Cooperatives(PAMFC) in Shandong Province

对山东省扶贫互助资金合作社试点运行状况进行分析结果表明，扶贫互助资金合作社总体发展较快，并已初步显现出良好的经济和社会效益，但也存在着诸如财政拨款不均衡、管理人员素质较低、管理手段落后、部分社资金周转较慢等问题。为此，本文提出均衡财政扶贫资金分配、提高互助社管理人员素质、着力推行分期还款、构建垂直型金融联结等建议。

This article is focusing on the operation of PAMFC in Shandong Province based on a survey.The findings are PAMFC are under great development.There is a high participation rate of the peasants,the operation of the organizations is good whereas there are problems e.g.disproportion of financial distribution,bottleneck of management force,a low rate of cash flow etc.Suggestions are proposed including balancing the financial distribution,improving the quality of management staff,advocating installment repayment and building a financial bond between PAMFC and other financial institutions.
