关于改进中国CPI编制和数据发布的思考

Some Thoughts on the Improvement of China's CPI Compilation and Data Release

中国编制CPI的历史比较短,编制方法还存在一些不完善的地方,统计部门所发布的CPI数据也不能充分满足经济分析的需要,由此招致了许多质疑和批评。本文从更精确质量调整的CPI、不同目标人口群体的CPI、测度核心通货膨胀的核心CPI、使用最佳价格指数公式编制的CPI、提高CPI编制方法的透明度和改进数据发布模式等方面,提出了改进中国CPI编制和数据发布的建议,对中国CPI编制的进一步改进具有参考价值。

The history of CPI compilation in China is still relatively short, and there are some imperfections in China＇s CPI. The CPI data released by the statistical department can＇t completely meet the needs of economic analysis, and China＇s CPI incurs a lot of questioning and criticism. To further improve China＇s CPI compilation and data release, this paper proposes to compile and release more accurate quality-adjusted CPI, CPI of different target population, core CPI measure for core inflation, CPI computed by superlative price index formula, and makes suggestions to improve methodology transparency and data release pattern, which provide references for further improvements of China＇s CPI.
