循环经济产业体系发展思路研究——以青海省柴达木循环经济试验区为例

青海省柴达木循环经济试验区是国家第一批13个循环经济试点产业园区之一,也是青海乃至全国资源开发和推进工业化的重点地区之一。为此,必须按照循环经济发展理念,结合区域特点,按照"综合开发、有效配置、循环利用,永续发展"的要求,统筹资源集约利用与产业协调发展,统筹传统产业的改造升级和新兴产业的整体规划,着力打造以盐湖化工为核心的循环经济主导产业发展体系,加快形成各产业间纵向延伸、横向拓展,资源、产业和产品多层面联动发展的循环型产业格局,构建具有鲜明特色的循环经济产业体系,为青海循环经济的发展树立典范,积累经验。同时,也为全国资源型、生态脆弱型地区发展循环经济提供一定的示范作用。

Qaidam recycling economy experimental zone in Qinghai is one of the first 13 national experimental units of recycling economy industry and also one of the important areas of resource exploitation and industrialization in Qinghai and throughout China. Hence, this paper proposes that, in accordance with the principle of recycling economy and in combination with the regional characteristics, we should comply with the demands of comprehensive development, effective facilities, recycling utilization and sustainable development to make an overall planning for the coordinative development of intensive utilization of resources and the industry, and make the transformation and upgrading of traditional industries and overall planning of emerging in- dustries. A developmental system should be established, concerning the leading industry of recycling economy which is centered on the chemical industry of the Salt Lake. In addition, a recycling economy industrial system with distinctive characteristics ought to be rapidly constructed to form the recycling industrial pattern, in which, various industries can be developed and expanded soundly in an all-around way and surely be in harmony with the resources, thus accumulating the related experience and setting a good example for the development of recycling economy in Qinghai and also a model for the development of recycling economy in the resource-based and ecologically fragile areas in China.
