对企业低于成本价投标的思考

通过招标方式选择建筑承包商的承发包模式是伴随着社会主义市场经济的发展应运而生的。随着市场经济体制的完善,招投标制度也在逐步完善。按照我国的评、定标办法,对于企业低于成本价投标的行为予以废标。本文主要从企业低于成本价投标的动机、行为认定和创建新的评标准则设想三个方面进行思考,以期为招投标行为的规范化提供理论支持,也为政府主管部门加强招投标程序的监控力度提供借鉴。

The contracting model with construction contractor chosen by a bidding method is accompanied by the development of the socialist market economy. With the improvement of market economy system, the bidding system has been gradually perfected. In our bid evaluations and decisions, the bids below enterprise costs will be rejected. This article mainly focuses on moti-vation, behavior cognizance of biddings below enterprise costs and creation of a new evaluation criterion as to provide a the-oretical support for standardization of bidding behaviors and also a reference for government departments to strengthen su-pervisions of bidding processes.
