实行最严格的水资源管理制度，必须具体实施好“三条红线”控制的水资源管理理念，要明确水功能区纳污红线，建立相应的水资源保护与修复工作框架。结合石家庄水功能区实际情况，提出具体问题，从污水、中水利用、生态补水、污染源控制、河流监测评价和评估等方面提出具体的保护与修复工作意见。
