我国建设节水型社会、资源节约型社会和构建社会主义和谐社会均需要国家以立法的形式来保护、节约水资源，而我国目前尚未出台明确的节水法。通过对节水立法的紧迫性和必要性展开探讨，以求达到我国节水立法，保护、节约水资源的目的。

China is constructing water saving society, resources-saving society and building a socialist harmonious society,where is necessary for the state in the form of legislation to protect and conserve water resources. However,China has not yet issued a clear water-saving law and regulation. It discussed the urgency and necessity of water-saving legislation in order to achieve the purpose of water-saving legislation and water resources conservation.
