摘要
人民政协作为统一战线的组织形式和多党合作的重要机构,是政治协商的组织者和重要平台,其本身并不是政治协商主体。作为国家权力机关的人大常委会和作为行政机关的人民政府,各自按法定程序履行职能,不存在与作为政治协商机关的人民政协进行政治协商的问题。政协章程中明确,"人民政协可根据中国共产党、人民代表大会常务委员会、人民政府、民主党派、人民团体的提议"进行政治协商,并不意味着政治协商主体由三个变成五个。
The CPPCC is the organizer of and an important platform for political consultation. It is not the subject of political consultation. Being the organ of state power and the administrative organ, the NPC Standing Committee and the People's Government respectively perform their roles in accordance with the legal procedures, and they are not in- volved in political consultation with the CPPCC. According to the CPPCC Charter, the CPPCC may initiate political consultation "on the suggestion of the Chinese Communist Party, the Standing Committee of the People's Congresses, the people's governments, democratic parties and people's organizations". However, it does not mean there are 5 sub- jects of political consultation instead of 3.
