国际河流信息合作机制及其对中国的启示

Cooperation Mechanisms for International Rivers and the Revelation to China

本文针对国际河流合作开发过程中存在的信息不对称问题,探讨国际河流信息合作机制。首先总结和分析了国际河流合作开发面临的主要问题,探讨国际河流信息合作机制内涵和研究意义,并分析了尼罗河流域倡议组织(NBI)和莱茵河保护国际委员会(ICPR)国际河流合作机构的信息合作机制。在此基础上,分析了两种信息合作模式的合作经验及两种合作机制的差异,从中得到启示,并对我国国际河流共同开发利用的信息合作机制提出意见和建议。

China has made progress regarding international rivers,but critical problems remain. This paper examines the issue of asymmetric information amongst countries within a river basin. We begin by discussing the definition and implications of the policy‘Information cooperation mechanism of international rivers’. We then explore the working modes of information cooperation and sharing for international rivers councils,such as the Nile Basin Initiative and the International Commission for the Protection of the Rhine. We summarize the experiences of each council’s cooperation,and analyze the differences between councils. We conclude with several suggestions for information cooperation mechanisms for China’s shared river systems. It is clear from our work that China should establish its own cooperation mechanism for international rivers and act as a conduit for information and drive the establishment of relevant international laws or treaties. Chinese river basin management committees should establish multi-level structures,and diversified and cooperative means. Implementing the above strategies would see China become an integral player in international river management and leader in this complex system.
