改革开放后的农民工政策思路变迁

The Conversion of Migrant Workers Policy since Chinese Reform and Opening Up

改革开放以来,我国政府对农民工问题的看法、解决问题的思路和出台的相关政策都发生了很大变化。根据1979年1月至2012年12月的《人民日报》中收集到的资料,对农民工政策的变迁进行了全面的梳理,并从规范农民工管理政策、维护农民工权益政策、关注农民工家庭及生活和农民工就业政策四个方面阐述改革开放后我国农民工政策思路的变迁。

Since the reform and opening up, Chinese government＇s view on the issue of migrant workers, the solutions to those problems have undergone great changes. This paper collected reports of migrant worker from People＇s Daily since January 1979. We analysed these policy on migrant workers, and summarized them into four aspects： the administration policy, the policy of safeguard the rights and interests of migrant workers, the policy concerned about the family and life , the migrant workers employment policy. We make conclusions on the conversation of guiding ideology of making the migrant workers policy in China after the reform and opening up.
