政企合作视域下的中国民营孵化器发展模式探析

On the Private Enterprises' Incubator Mode Under the Government-Enterprise Cooperation

民营孵化器作为中国孵化器发展的新趋势,面临着社会服务功能弱化、享受政策资源不平等和软环境建设不足等问题。这些困境单纯依靠企业或者市场难以得到有效解决,构建政企合作模式应是化解该瓶颈的一个突破口。在政企合作模式下,政府对民营孵化器的核心作用主要是体现在政策引导上,这要求必须理清政府与民营孵化器的关系并明确各自角色定位,通过完善制度安排和整合、发挥政府资源优势来创造民营孵化器发展的良好环境,并引导其良性发展。

The incubator of private enterprises, as the new trends in the development of incubators, is facing with the weakening of social services, the lack of policy support and soft environment. These difficulties cannot be effect solved if only relying solely on businesses and the market. To build a government-enterprise cooperation model should be a breakthrough to this bottleneck. In government-enterprise cooperation mode, the central role of the government is mainly reflected in the policy guidance, which requires that we must clarify the relationship between the govemment and the incubator of private enterprise, through systematic arrangements and integration, to create a favorable environment for the incubator of private enterprises and guide the healthy development.
