摘要
快速工业化进程中工业用地供需矛盾日益突出与粗放低效利用、投机性需求膨胀并存问题,是保障科学发展与保护耕地红线的重大难题。文章认为,从引起工业用地供需矛盾的主客观原因分析,以工业用地总量动态平衡为目标取向,推进工业用地集约利用,是解决问题的根本途径。当前国家土地调控政策应当重视对工业用地供应及开发利用模式的改革,引入工业房地产发展模式和推进标准厂房租赁制是政策创新的重点方向。
During the process of rapid industrialization, the supply and demand of industrial land comes to an increasingly obvious problem, together with other ones such as the inefficient use of extensive and the speculative demand expansion, all of which will do harm to scientific development and the protection of arable land. First of all, this paper starts from discussing about the origins of the unbalanced supply and demand of industrial land under the guidance of the Scientific Concept of Development. And it comes to a conclusion that promoting the intensive use of industrial land to keep a dynamic balance is the fundamental way to solve the problem. Then, the specific implementation of the policy should be focused on. And the author thinks that the current national land control policies should pay more attention to the reform in the patterns of supply and utilization of industrial land. Moreover, the introduction of industrial real estate development model and promotion of the standard plant rental system should be focal points of policy innovation.
