摘要
中国的改革实际上是由我们党面临的执政危机所推动的。经验事实告诉我们,当代中国是大危机推动大改革;小危机促进小改革;没有危机就无需改革;对潜在危机高度警觉,就未雨绸缪,主动改革;对现实危机缺乏敏感,麻木不仁就不会改革;忧虑改革诱发更大危机,就不敢改革;恐惧改革触犯特殊利益集团的核心利益,就阻扰改革。有危机并不可怕,真正可怕的是对危机文过饰非,自我陶醉,才是最大的危机。因此,改革决策层毅然推动改革的勇气和适时推动改革的智慧,远比改革的共识更重要,改革的共识只有通过改革的实效才能逐步形成。
Current political reform in China is prompted by the political crisis facing our ruling Party. As experience and reality has shown us, in today's China large crisis will drive big reform; small crisis will precipitate small reform; if there is no crisis, no need for reform. Moreover, if we are vigilant about looming crisis our approach to reform will be proactive; if we are insensitive towards real dangers, no reform will transpire; if we are worried about reform triggering larger crisis, we will find no courage for reform; if we are afraid to touch the core interests of vested interests, we will be impeding reform. Crises are not so scary. What is more frightening and makes for a bigger crisis is a light-hearted attitude towards political reality, a belief that all is well. As a result, political wisdom and courage is far more important in the current situation for the decision makers than political consensus. Consensus will fall in place only gradually and after real effects have been harvested of the reforln.
