摘要
组织因素是影响系统安全的潜在威胁,对组织安全问题的科学认知是事故"前端控制"的关键。相关研究已取得多个重要成果,从影响因素辨识、模型理论和评估方法 3个方面,总结国内外有关事故的组织维度研究概况。指出组织安全问题的研究还处于初期阶段,不同思想和不同理论呈互补状态,需要整合统一框架和方法论,抽象出共性系统知识。研究结果表明,组织具有复杂适应性,组织安全呈现动态演化特征,需要深入揭示其演化机理,探讨突变预警管理技术。
It was held by the authors that organizational factors are latent dangers to system safety, and scientific perception on organizational safety is the key to front control accident risk. Based on integrated viewpoint, organizational safety researches were summarized in the fields of organizational safety factors' identification, models and theories and evaluation at home and abroad. Research on organizational safety issues is still at the early stage, different ideas and theories are complementary each other. It is significant to integrate unify theoretical frameworks and methodologies. Knowledge about organizational safety general- ity needs to be abstracted. Organizational safety takes on characteristics of dynamic complex adaptability, it is necessary to explore dynamic evolutional mechanism and probe alarm management techniques.
