摘要 将传统的隐患、"三违"和事故管理变为安全风险预控管理,以此提升煤矿安全管理水平。基于危险源理论,构建事故致因机理模型,提出煤矿3级嵌套安全管理模式及其PDCA实施程序。分析结论表明:在该管理模式中,核心层是风险识别,防护层是方法措施,保障层是组织支持和长效机制,其要素间的逻辑关系表现为:危险源辨识和风险控制过程是该管理模式运行的核心,3级监控系统是模式有效运行的保障,安全风险预控管理方针是模式的目标指向。 It was held by the authors that transforming the traditional management of hidden peril, "three violations" and accidents into safety risk pre-control management will promote safety management level in coal mine. Based on hazard theory, a new accident causing model was built and a three-levels nes- ted safety management mode was proposed. The conclusions the authors arrived at indicate that the core layer is risk identification, the prevention layer is control measures and the safeguard layer is organizational support in the safety management mode, and that the core of the management mode is hazards identification and control, the safeguard is three-levels control system, and the goal directness is management policy of risk pre-control.
