摘要 为了明确安全生产标准化的主体要素并完善运行机制的模型构建,运用系统科学的建模方法及优化技术,基于目前我国安全生产标准化实施现实,提炼出政府、行业主管部门、企业、员工和中介5个主体要素。探讨安全生产标准化的运行规律和要素间的关系。构建安全生产标准化的宏观运行机制构架和安全生产标准化系统"345"运行机制模型。设计国家规制监管、行业指导评审、企业自律实施、员工参与落实和中介咨询服务5个主体的机制模型,并进行模型研究和机制优化。 For the sake of identifying the main elements of work safety standardization and perfecting the construction of its operating mechanism model, the modeling approach and optimizing technique of system science are used. Based on the current situation of national work safety standardization, its main elements including state, industry agencies, enterprises, staff and intermediary were extracted. The operating law and relations between elements of work safety standardization were explored. A frame of macroscopic oper- ating mechanism and a "345 " operating mechanism model of work safety standardization system model were built. Other five models were designed, that related to regulation and supervision by state, guidance and evaluation by industry agencies, self-discipline and execution by enterprises, participation and imple- mentation by staff, consultation and service by intermediaries respectively. These mechanism models were also analysed and optimised.
