Necessity of Transforming Design Institute to Engineering Company

通过工程承包管理工作和与国际工程公司合作中 ,深感原有的设计体制必须改革。本文提出以设计为主导 ,把采购工作纳入设计程序。

In the cooperation with foreign companies and working in engineering contract, it is felt that the original design system must be changed. The measure, based on the need of the design, of taking the procurement into the design procedure was suggested in this article. It may urge the transform of design institute into engineering company.
