在社会主义市场经济条件下 ,环保的根本出路在加强法制。应当在加强和完善排污收费法制建设的同时 ,深化改革 ,引入竞争机制 。
In the socialist market economy,the strengthening of law enforcement is a fundamental way to improve environmental protection.We should also introduce competition mechanism and turn the charge into a thread lining up the environmental supervision and management.
