缺乏IT认知情境下企业如何进行IT规划——通过嵌入式行动研究实现战略匹配的过程和方法

How Enterprises without IT Made IT Plan: The Process and Method of the Strategic Alignment through the Embedded Action Research

本文通过在一家企业实施的行动研究发现,在企业家缺乏IT认知、企业缺乏IT成功历史的情境下,通过研究人员给管理人员提供指导性经验,强化高层对IT战略价值的信念和关键用户对IT规划成功制定的信心,进而形成高层行动支持和IT与业务部门合作,推动企业达成共识,能够有效实现IT与组织战略的匹配。本文的理论贡献在于:在梳理IT与组织战略匹配研究中隐性影响因素与显性影响因素逻辑关系的基础上,提炼出IT不成熟情境下实现IT与业务战略匹配的过程模型。本文的方法贡献在于:作为国内组织管理领域信息系统视角的第一次行动研究尝试,提出了嵌入式行动研究方法,将现有行动研究中隐含的研究人员与实践人员之间的信任前提改变为通过嵌入子环节来建立的行动条件。

By the research on the action of an enterprise, we have found that, despite insufficient information technolo gy(IT) cognition and the lack of IT success history, the strategic alignment between IT and the organization can be effectively realized by researchers' providing guiding experiences, by strengthening the faith of the top managers in the strategic value of IT, by fortifying the confidence of the key users for the successful formulation of IT planning,by, further, forming the action support of the top managers and the cooperation between IT and business depart ments, and by propelling enterprises to reach an agreement. We have, in this article, made two contributions. First ly, as the first attempt, from the perspective of the information system in the domestic organization management, of the action research, we have put forward the research method of the embedded action research, and changed the ex isting prerequisite, implied in the action research, of confidence between researchers and practitioner, into construct ing the action condition through embedding the sub-cycle.
