摘要
从系统投入产出角度,构建生态效率评价指标体系,利用投入导向DEA模型对湖南省2001—2010年各年份的综合技术效率、纯技术效率、规模收益状况作综合分析。研究结果表明,湖南省在2001—2010年10年发展过程中,有8年的投入和产出达到了最优状态,说明湖南省生态环境的技术和规模在总体上是有效的。最后,以DEA无效的2003年为例进行投影分析,提出了提高生态效率的方向和对策,为决策者制定科学政策提供有效参考。
An eco-efficiency index system is established from the point of view of input and output of the system. By the use of DEA model, the paper makes comprehensive analysis on technical efficiency, pure technical efficiency and returns to scale of various years in Hu' nan province from 2001 to 2010. The results show that, inputs and out- puts of eight years in the development process in the past l0 years reach the optimal state, which shows that the technology and scale of the ecological environment in Hu' nan province is effective in general. Finally, the projec- tion analysis is done the year of 2003 as an example which is invalid by the DEA, and the solutions of developing eco-efficiency are provide for a reference for decision makers in science policy.
