安徽省乡镇卫生院服务能力影响因素研究

Analysis of Influencing Factors of Health Service Capacity of Township Hospitals in Anhui

目的:分析安徽省乡镇卫生院服务能力的影响因素,提出加强服务能力的相关建议。方法:收集安徽省3市64个乡镇卫生院2008-2011年的机构数据,采用Stata12.0软件建立多重线性回归模型分析服务能力的影响因素。结果:人均GDP和服务人口数等经济社会发展因素是乡镇卫生院服务能力的重要外部影响因素,人力资源是影响服务能力的内部因素;万元以上设备数等设施设备因素对提升基本医疗服务能力的贡献有限;与基层综合改革前相比,基本医疗服务量略有下降,基本公共卫生服务量上升。结论:统筹乡镇卫生院发展与当地经济社会发展及居民卫生服务需求的关系,加强乡镇卫生院的人力资源建设,在改革中平衡基本医疗与公共卫生的关系,进一步拓展乡镇卫生院服务能力相关研究,为循证决策提供有效证据。

Objective： To analyze influencing factors of health service capacity of township hospitals in Anhui Province and to provide sug- gestions on improving health service capacity. Methods： 64 township hospitals in 3 cities of Anhui were investigated and data in 2008 -2011 was collected. Determinants ware analyzed using multiple linear regressions by Statal2.0 software. Results： Soeio - economic factors such as GDP per capita and service population are major external factors influencing health service capacity of township hospitals. Human resources were the main determinants of health service capacity. Number of expensive equipment have limited influence on primary health care improving. There coas a dec- lination in primary health care and increasing in public health care after the implementation of health care reform. Conclusion： Firstly the develop- ment of township hospitals with soeio - economic development and the demand of the population. Seeonsty,reinforce the construction of human re- sources of township hospitals. Thirdly, balance primary health care service and public health care service. Finally, promote the study of health serv- ice capacity of township hospitals to provide effective evidence for decision making.
