分析了涉及杭州、绍兴、宁波三市的浙东(大陆)地区的水功能区划分情况及其水质目标,对该区域重要水功能区的水质现状进行了评价和,并对要污染指标的水质变化趋势进行了分析,计算水功能区的纳污能力,提出及时调整水功能区划、实施污染物分年度限制排放、完善水质监测体系、加大水质巡查和保护力度等对策措施,以实现最严格水资源管理、改善和保护该地区水质、满足经济社会发展的需要.

The paper, starting with the situation analysis of the water function zoning and the water quality target in the eastern Zhejiang（continental） Province including Hangzhou, Shaoxing and Ningbo city, calculates the pollution receiving capacity, based on the water quality assessment and trend analysis in the important water function area of the eastern Zhejiang Province, puts forward the timely adjustment of water function zoning, and the implementation of annual limits on emissions of pollutants. In addition, we should perfect the water quality monitoring system and increase water patrol to improve and protect the water quality in this area. It is evident that these measures are effective to implement the most strict water management and meet demands of soeio-eeonomie and development.
