基于主成分分析的区域林业社会化服务体系评价

Evaluation on Regional Forestry Socialized Service System Based on the Principal Component Analysis

随着林业产权制度改革的不断深入,林农在从传统林业向现代林业转化的过程中,需要林业社会化服务体系提供较为完备的服务,因而如何正确评价林业社会化服务体系已成为关系各区域林权制度配套改革能否完成的关键所在。论文选取了反映区域林业社会化服务体系的技术、教育、金融、法律4个方面的评价指标,对选取的15个省份样本进行评价运用主成分析的方法,提取出支持水平、服务水平、经费投入3个主因子,得出各因子以及综合的得分和排名,通过比较发现:支持水平因子对各区域林业社会化服务体系影响最大,各区域林业社会化服务体系存在着差异,但又有各自的特点。

Along with the forestry property rights system ized service system to provide more perfect service from reform, the forest farmer need forestry social- the traditional forestry to the modem forestry. So it is the key of the regional forest right system reform can be complete to how to correctly evaluate forestry socialized service system. The paper selected four evaluation indexes of technology, educa- tion, finance, law, reflecting regional forestry socialized service system, and evaluated the selected 15 provinces sample by the principal component analysis method, extracted three main factors of sup- port level, service level and funds, obtains comprehensive score and ranking of the factors. The re- suits showed by comparison that support level factor had greatest effect on regional forestry socialized service system. Regional forestry socialized service system existed difference, but also have their own characteristics.
