How research plays a leading, promoting and improving role in the construction of Open University is a new proposition and new mission of the scientific research work in the construction of Open University. Through probing into the history background of Open University development, this paper has been clear about the scientific research development of Open University is faced with three challenges, and puts forward three new corresponding ideas.
