It discusses the necessity and methods of the system development of Certificate Management Office （ CMO） and the technology of Flight Standards Oversight System （ FSOP） . Adopting the means of system configuration,design assessment,performance assessment,and risk management can resolve the conflict of cross-regional operation in rapid development of China＇s air transportation with safety supervision and management,and improve the supervision and management efficacy of airlines operation.
