摘要
随着我国工程项目招投标实践的不断深化,专家不仅在评标中发挥作用,而且在审查招标文件和挖掘潜在投标人上发挥作用;不仅发挥评审作用,而且发挥监督作用。作者根据切身体会,从贯彻《招标投标条例》维护公平公开公正原则的角度,分析了评标委员会专家在整个招投标中的多方面作用,揭示了专家依法评标对优化市场资源配置的积极作用。
With the development of project bid-invitation, the experts paly role of reviewer and supervisor not only in evaluation of bid, but also in examining tender and finding talents. With the experience, the author analyzes the role of experts and indicates experts plays an positive role in optimizing market resources from the perspective of Tendering and Biding Regulation.
