论生态文化的制度建设

The System Construction of Ecological Culture

生态文化对社会全体公众的思想行为具有引导、推动、规范和约束作用,但实际上,我国在生态文化的制度设置以及具体操作上还存在许多不足之处:生态法律法规不健全、生态制度形式不完善、生态补偿制度不明晰、领导干部政绩考核体系不全面。因此,我们要建立高效实用的生态文化综合决策制度,建立和完善有利于生态文化发展的法制法规,建立和实施生态补偿制度,建立和完善领导干部的环保考核制度,建立和促进生态文化建设的国际交流与合作机制,建立和完善生态文化建设的培育制度。

Ecological culture plays an important role in guiding, promoting and regulating the perceptions and behaviors of the public. However, the system of ecological culture in China still has room to be improved in terms of the way it is constructed and operates, such as laws being imperfect, the system frame defective, the ecological compensation system unclear and the evaluation system for the government incomplete. In response to the situation, it＇s highly significant for us to enact effective and efficient policy-making system, laws and regulations, compensa- tion system, evaluation system, cooperative system for international communication and the cultivating system.
