摘要
当前水利单位的退休金制度难以为继,需要对其进行改革。改革不能完全照搬企业多层次养老保障模式,而是要考虑制度的发展路径,目标人群的承受能力和改革的可操作性等多元因素,建立符合水利单位及其人员特点的养老金模式。未来的目标模式由三个层次构成:第一层次为国民化的基础养老金,提供最基本的生活保障;第二层次为确定给付型职业年金,保证体面的老年生活;此外还要鼓励提倡水利单位职工为自己的老年生活预先做出经济准备。
The pension system of water resource institutions should be reformed because of its design defects . The reform can not copy the mode applied to enterprises ,it has to consider the path dependence of the pension system , the risk - beating capacity of and feasibility of the policy. The mode of pension system in water resource institutions has three pillars. The first one is public pension, which offer basic guarantee for living of people. The second one is DB occupational pension, which may offer a good old - age life. At last, the policy maker should encourage the staff in water resource institutions to save money for their old -age life.
