摘要
作为新兴产业的重要组成部分,以海洋高新技术为首要特征的战略性海洋新兴产业成为各国争相抢占的科技制高点。本文在界定战略性海洋新兴产业的基础上,通过比较分析国内外战略性海洋新兴产业的发展情况,总结出国外战略性海洋新兴产业在政策规划的制定、管理与协调机构、技术研发与成果转化、投融资机制、人才培养和国际合作等方面的成功经验,借以促进我国战略性海洋新兴产业实现跨越式发展。
Being an important part of emerging industries, the strategic emerging marme mndustries featured by high and new technology have become the competitive frontier for most coastal countries and regions. Based on the definition of the strategic emerging marine industries, the paper makes a comparative analysis of their development in China and other countries, and then summarizes the successful experience in policy planning, management and coordination, technology research and development, financial mecha- nism, talent training and international cooperation, which will be used to promote the development of the strategic emerging marine industries in China
