Netizens' Justice:Irrational Game in Network Group Events and Their Resolution

网络群体性事件的驱动力来自网民正义感(阻力)和非理性(动力)的博弈,而两者的合力决定了网络群体性事件的形成与发展。因此构建了制衡机制的模型并为网络群体性事件的有效防范和化解提出新思路:1.提升网民信息素养,"消解"网络异化带来的负效应2.加强网络舆论监督,重视网络舆情发展中的蝴蝶效应3.合理运用议程设置,发挥沉默螺旋的正效应4.完善网络立法,为保障社会正义提供法律依据。

The driving force of network group events is derived from the game of netizens＇ justice （resistance） against their irrationality （power）, and the combination of the two determines the formation and development of events. Therefore, we should construct the check and balance mechanism for effectively guarding against and resolving network group events. Some new ideas are put forward. （1） improving ne- tizens＂ information consciousness and reducing negative effects caused by network alienation; （2） tighte- ning the network supervision by public opinion and paying attention to the butterfly effect in the development of network public opinion; （3） making the full use of agenda-setting and positive effect of silence; （4） perfecting network legislation so as to provide a legal basis for social justice.
