科技期刊作者个人信息著录问题探讨

The discussion about author’s personal information in sci-tech journals

作者个人信息著录是科技期刊的普遍现象,其对甄别作者、保护知识产权和编辑编审稿件等都具有积极的意义,也能架起编辑和作者之间、作者和读者之间相互了解和联系的桥梁,在统计学、社会学、情报学研究等方面也具有很重要的作用.但在越来越注重个人隐私权的今天,作者个人信息著录在某些方面侵害了个人隐私权的保护.认为在不影响科技期刊传播的前提下,借鉴国外科技期刊的做法,对作者个人信息著录有选择性地保留,以取得个人隐私及信息公开之间的平衡.同时,建议有关部门尽快出台个人信息著录标准,以统一科技期刊作者的个人信息著录格式.

Author＇s personal information in sci-tech journals is popular,it has the role of screening au- thor,protecting intellectual property rights, editing manuscript, setting up bridges between the edi- tors and writers, the author and the reader for mutual understanding and contacting,meeting needs in statistics,sociology,information research. However, in a growing emphasis on personal privacy, the personal information in some ways is somewhat against the protection of personal privacy. Under the circumstances of not affecting the dissemination of sci-tech journals and using the practice of foreign sci-tech journals,we retain selectively author＇s personal information to get the balance between per- sonal privacy and information disclosure. At the same time, it is recommended that the relevant de- partments formulate the cataloging standard of the author＇s personal information as soon as possible, in order to unify the format of author＇s personal information in sci-tech journals.
