印度零售业涉及的利益面广且容易"政治化",因此理解零售业的改革与开放所遇到过的波折乃是理解印度改革与开放波折的关键所在。零售业改革说明,印度一直面对的不是政府庞大或干涉过多的问题,而是一个在许多领域内政府行动不足的问题。改革若能顶住压力逐步取得成功,印度将会朝着更加开放的市场和社会继续前行;如果再度遭到挫败,无论是印度政府、印度的民主制度和改革前景,也许都将陷入更加难以想象的困境。
