论流动人口合法权益保护

On the protection of legitimate rights and interests of floating populations

当前,随着市场经济的发展以及城市化进程的加快,我国流动人口的数量越来越大。因此,单纯从"堵"和"用"而不从"疏"的角度研究流动人口显然无法适应急剧变化的社会需要。从这个角度来讲,重视维护流动人口合法权益的研究,对于加强流动人口管理具有极为重要的现实意义。文章从转变观念、放松户籍制度、制度构建三个方面提出了解决方案。

With the development of the market economy, as well as the acceleration of urbanization, the number of China＇s floating population is growing. Therefore, the study of the floating population from the point of view of ＂blocking＂ and ＂ using＂ but not ＂sparse＂ apparently unable to adapt to the rapidly changing needs of the community. From this perspective, emphasizing on the study to safeguard the legitimate rights and interests of the floating population has a very important practical significance for strengthening the management of floating population. The paper proposed solutions from changing concepts, relaxation of the household registration system and building systems.
