基层民主自治制度作为中国特色的政治制度之一,保证人民享有更多、更切实的权利就成为它的应有之意。基层民主自治建设在实践过程中取得了不少成功经验,但目前也遇到了很多困难。加强党和政府的领导,坚持和完善基层群众自治制度已成为我国民主政治建设的一项重要任务。
