论教学督导在远程教育中的功能与作用

On Teaching Regulation's Role in Distance Education

现代远程教育是新型的教育形式,其开放的准入模式,要求办学机构要有一套完整的质量保障系统。教学督导是该系统重要的子系统之一;如何确保督导系统的正常运作,发挥其有效作用是远程教育面临的问题。笔者长期在电大从事教学与管理工作,了解电大督导系统存在的不足;并通过对系统调研和文献研究,提出要明确教学督导在电大质量保障体系中的功能,阐明要对教学全过程实行全面督导,才能充分发挥它的实际作用,电大的教学质量才会得到更好的保障。

Modern distance education is such a new one that pursues a policy of open admission, thus a sound quality guarantee system is necessary, with teaching regulation being one of its components. There arises a problem how to safeguard the adequacy and efficiency of the teaching regulation organism. The author studies this problem from perspectives of both his own rich experience working in a TV University and literature review. The author concludes that teaching regulation plays animportant role in a TV University's quality guarantee system, and such a role could be fully explored only when the whole teaching process is monitored comprehensively.
