低质低效林主要表现为林分生长缓慢,功能衰退,质量效益低下,林分生产力和林地综合利用率低。通过改造改良,建立健全生物多样、结构复杂及功能完备的森林生态系统,最终实现森林可持续经营和林业可持续发展的目标。
