CAFTA环境下的中越跨国贩卖妇女儿童犯罪问题研究

On the Problem of China-Vietnam Transnational Women and Children Trafficking under the CAFTA Context

在CAFTA环境下,中越跨国贩卖妇女儿童犯罪呈现出组织化、集团化和规模化趋势,贩卖主体、对象和市场的范围越来越广,犯罪手段不断翻新。其原因包括买方市场需求扩大、区域间的经济差异和贫富差距加剧、边境管理和国际间合作机制的不完善以及相关群众文化与法律知识欠缺等因素。要打击和预防中越跨国贩卖妇女儿童犯罪活动,则要加大打击买方市场的力度、加强出入境管理、拓宽疏导渠道、加强普法宣传与教育以减少人口贩卖的存在空间,同时还要扩大中越两国的司法合作,合力打击中越跨国贩卖妇女儿童行为。

Under the CAFTF context. China-Vietnam transnational women and children trafficking becomes more organized, collectivized, larger in sizes. wider in scope of choices in targets and markets, and smarter in means of crimes. Reasons for this situation lies in the expanding buyer＇s market, widening econom- ic gap between regions, between the rich and the poor, imperfection of border management and international cooperation mechanism, and lack of relevant pub-lic and legal knowledge. In order to fight agamst and prevent such criminal activ-ities, it is necessary to keep combating buyer＇s market, enhance entry and exit management, broaden ways of guidance, and disseminate knowledge of laws to put limits on human trafficking. Moreover, China-Vietnam international judicial cooperation should be promoted to jointly fight against China-Vietnam transna-tional women and children trafficking.
