Promotion in the Footing-Society Governance Innovation from Democratization and Rule of Law

社会基层治理需要主体民主化激发:党委核心式领导、政府服务型负责、社会合作式协同以及公众积极型参与。需要目标科学化推进:基层富强为动力、以基层平安为着力点、以基层幸福为价值。需要机制法治化保障:决策法治化、权利义务明确化和人权保障常规化。基层治理民主化、法治化实现社会管理创新的正当性和合法性,也是社会管理创新能力提升的重要路径。

In the transformational period of China, promotion in the footing- society governance innovation should come from democratization and rule of law. Firstly, the role democratization of subjects （the core leadership by the CPC, responsible government for public services, effective cooperation in societies, and positive participation by citizens） stimulates the changes. Secondly, scientific design of targets （to meet a prosperous footing - society, to provide safety, and to practice happiness） rapidly advances them. Finally, the mechanism and procedure by laws （the decision - making process by laws, the clear mechanism of rights and obligations by laws and routine safeguard mechanism of human rights by laws）secures them. To sum up, footing - society scientific governance of democratization and rule of law is important to improve and perfect the social governance innovation.
