Research on the Higher Education Policy Text During the Brown in Power

布朗首相执政时期,英国经济发展开始走向衰退,经济困境迅速波及高等教育领域。为了应对危机,抓住世界经济发展带来的新机遇,打造"世界级"的教育体系,布朗政府出台了两个针对性很强的政策文本,试图对英国高等教育进行改革。本文通过分析《崇高志向:知识经济中的大学未来》和《确保高等教育可持续发展的未来》两个标志性文本的出台背景、政策目标、主要内容及实施,探究布朗执政时期英国高等教育政策及其特色。

The economic development has declined during the years of Brown in power. Then the economic recession spread to the field of higher education quickly. To respond to the financial crisis and seize new opportu nities for the economic development and create a ＂World class＂ education system, the Brown＇s government has introduced two targeted policies to reform the higher education. This essay try to analyze the text of Higher Am bitions： The Future of Universities in a Knowledge Economy and Securing a sustainable future for higher edu cation, to explore the higher education policy and its characteristic of Brown administration.
